Background
For the APR, the questions are used to determine Chronic Homeless (CH) status are only asked to adults and heads of household (HoH). However, children who are not HoHs could still be counted as chronically homeless if they have inherited their HoH's CH status.
Chronic Homeless Status for Children
A child is considered chronically homeless if, and only if:

The Head of Household is CH
- The child was present with the HOH at the time of Project Start, in other words, the child has the same Project Start date as the HOH
This is due to the rules laid out in page 9 of the HMIS Standard Reporting Terminology Glossary, which states that:
How might this look on your APR?
On this APR, there is only one adult/HoH active during the reporting period. However, 2 people are counted as CH, which means that one of the people that makes up this count is a child.
The enrollment on this APR actually has 3 people total active during the reporting period. If household members inherit their HoH's chronic homeless status, why is it that the APR shows only 2 CH clients instead of 3?
The reason is that one of the children was not present with the household at the time of project entry.
Here we see that both the HoH (XxCaitlin) and their child, Xxbaby, entered on January 1st, 2019. Since XxCaitlin is CH, Xxbaby is considered CH by HUD and is counted on the APR. However, Xxnewestbaby entered 2 days after the HoH (on January 3rd, 2019). Because Xxnewestbaby was not present with the household on January 1st, 2019, they do not inherit their HoH's CH status, and are therefore not considered CH and not counted as such on the APR.
Explaining Child CH Status: Data Not Collected on your APR
HUD expects that children not present with the HoH at time of Project Start will either have a Data not Collected value for CH or not be counted as CH on the APR. You may use this information to explain any missing CH status for children through your APR narrative.
